Bug fix Video Backend; transition Daylight Saving Time to Standard Time

Upon the transition from Daylight Saving Time to Standard time, the LogDepot video backends should write an ‘hour’ file with an actual length of 2 hours.
However, because of a recently known bug and a shortcoming in the Windows OS clock, this might not happen.
It is possible that the hour file between 2 and 3 AM will be overwritten or will only contain media from only the first hour.
